Land Expropriation in Patong and Kathu, Phuket, Got the Go-Ahead in the “Government Gazette”
 
The Royal Decree on ​​Land Expropriation in Parts of Phuket Province (Kathu District’s ​​Patong and Kathu Sub-districts), B.E. 2566 (2023), has been published in the Government Gazette, Volume 140, Section 33 Gor, dated June 1, 2023, by the Cabinet Secretariat, for law enforcement.

The EXAT’s Land Acquisition Department has, therefore, conducted a site survey to work out the areas to be expropriated, which shall be notified to the people concerned respectively.

EXAT Holding 3rd Private Sector’s Opinion Hearing Session Kathu-Patong Expressway Project, Phuket Province

The Expressway Authority of Thailand has issued an Invitation to Tender for the Kathu-Patong Expressway Project, Phuket Province, with the tender submission date scheduled to be April 7, 2023.  Anyway, it turned out that no one showed up for tender submission; and such information has been acknowledged to the Tender Selection Committee in the meeting held on May 3, 2023 respectively.  In connection with this, the EXAT would act in compliance with the PPP tendering criteria and procedures, based on the Public-Private Partnership Act, B.E. 2562 (2019) which, in the absence of tenderers, the Project owner would be required to arrange another Public Sector’s Opinion Hearing Session, to ensure that the information obtained could be applied for an improvement of the Draft Invitation to Tender, RFP and PPP Contract.

For this reason, EXAT has arranged the 3rd Public Sector’s Opinion Hearing Session on June 12, 2023, at Meeting Room No. 0307, 3/F Expressway Administration Center, Expressway Authority of Thailand.  The session was presided by Mr. Surachet Laophulsuk, Governor of the Expressway Authority of Thailand (EXAT), with Mr. Somchai Jarukasemratana, the Project Manager, briefing the opening remark, and the consultant team presenting details of the Project, in terms of its overview, finance, investment, RFP and PPP Contract. The session welcomed 40 attendees in total, including private entities and financial institutions

EXAT Welcoming PPP Tenders for Kathu-Patong Expressway Project


The Expressway Authority of Thailand (EXAT) invited private entities to tender for the Kathu-Patong Expressway Project, Phuket Province, from December 26, 2022 to January 25, 2023, upon purchasing the Request for Proposal (RFP).  Regarding this, 13 Thai and foreign private companies have purchased the RFP in total.  A Pre-Tender Meeting was held on January 31, 2566.  And despite the fact that the tender acceptance was opened on April 7, 2023; no one showed up for tender submission.  In relation to this, the EXAT would act in compliance with the PPP tendering criteria and procedures, based on the Public-Private Partnership Act, B.E. 2562 (2019), in the absence of tenderers, respectively.

EXAT held a Pre-Tender Meeting for the Kathu-Patong Expressway Project, Phuket Province, to make ready for the tender submission on 7 Apr., 2023

Mr. Surachet Laopoonsuk, Expressway Authority of Thailand’s Governor, chaired the Pre-Tender Meeting for the Kathu-Patong Expressway Project, Phuket Province, along with Mr. Gardphajon Udomdhammabhakdi, Deputy Governor for Strategy and Planning, and the consulting team led by Mr. Somchai Jarukasemratana, on 31 Jan., 2023, at Meeting Room No. 0307, Expressway Administration Center, Expressway Authority of Thailand.  The meeting aimed to provide private entities with project details and information on how to prepare proposals correctly and accurately in addition to making clarifications in the areas concerned, so that the quality proposals could be properly produced This was a preparation stage prior to tender submission, with 53 attendees from the private sector.

EXAT Arranged a Private Sector’s Opinion Hearing Session for Kathu – Patong Expressway Project, Phuket Province
 
Mr. Surachet Laophulsuk, Governor of the Expressway Authority of Thailand (EXAT), presided over a Private Sector’s Opinion Hearing Exercise for the Kathu – Patong Expressway Project, Phuket Province, along with Mr. Katphajon Udomthamphakdi, Deputy Governor of the Policy and Planning Department, and a team of consultants led by Mr. Somchai Jarukasemratana, the Project Manager, on 11 July, 2022, at Le Concorde Ballroom, 2nd Floor, Swissotel Bangkok Ratchada.  The session aims to take into account the attendees’ feedbacks and comments for preparing the project Draft Invitation to Tender, Draft Request for Proposal and Draft PPP Contract, in accordance with the Public-Private Partnership Act, B.E. 2562 (2019).  An invitation to tender is anticipated by 2023.  The session welcomed 180 attendees in total, including investors, financial institutions and private entities, 104 of which participated onsite and the other 76 online, via Zoom.
 
The focus group afternoon session had the attendees divided into 2 groups.  Group 1, which was related to finance, investment and PPP contract, consisted of 63 people, 19 of which were onsite and the other 44 online.  Group 2, which was related to construction, operation and maintenance, consisted of 46 people, 33 of which were onsite and the other 13 online.
