The Project management

The Project management is divided into 2 phases as follows:

Phase 1: Design and Construction – This will take 4 years as a maximum, starting from the date the Notice to Proceed (NTP) is issued by EXAT.

Phase 2: Operation and Maintenance - Phase 2 starts from the date following the last day of Phase 1 and, when combined with Phase 1 duration, will not exceed 35 years.

1. Civil Works

Viaducts
Viaducts of the main road are made of I-Beam Girders of 4-lane-per-direction size, 2 of which are for cars and the others for motorcycles.  Each car lane is 3.50-m. wide, with left and right shoulders being 2.00 and 0.50 meters respectively.  As for motorcycles, each lane is 1.75-m. wide, having left and right shoulders of 1.00 and 0.50 meters respectively.  Concrete barriers are also installed, to separate car lanes completely from those of motorcycles, for safety purpose.

Toll Plaza and Expressway Control Center Buildings

One toll plaza is provided on Kathu side, to serve both directions, i.e. Kathu – Pa Tong and Pa Tong – Kathu. Each direction consists of 9 toll lanes, 3 for motorcycles (6 booths), 5 for cars and 1 for trucks. The space is also reserved for potential use of an additional toll lane in the future as showed in the Design of the Toll Plaza picture below.  An Expressway Control Center Building can be found on the side of the plaza as illustrated in the Design of the Expressway Control Center Building picture.

Tunnels

Twin tunnels are provided with 4 lanes per direction, 2 of which are for cars and the others for motorcycles.  Each lane is 3.50-m. wide, with left and right shoulders being 2.00 and 0.50 m. respectively.  As for motorcycles, each lane is 1.75-m. wide, with left and right shoulders being 1.00 and 0.50 m. respectively.  Concrete barriers are also installed, to separate car lanes completely from those of motorcycles, for safety purpose.  The Tunnel Footpath of 1.00 meter’s width is also available on both sides to serve maintenance and emergency purposes.  Each tunnel has an internal width of 17.10 m. and is designed not only to provide for the differential settlement between elevated and tunnel structures, but also to prevent soil erosion at the tunnel entrance.

 

2. M&E Works: The private sector shall be responsible for the design, investment and installation of the Project M&E works as follows:

Tunnel Systems

-  Ventilation System:  To ventilate the pollutants produced by vehicle exhaust, jet fans will be installed every 500 meters along the tunnel, with air being filtered before releasing to public, according to environmental protection measures.

- Emergency System:  Various types of emergency equipment have been designed and installed, to prevent and minimize any potential damages caused by fire or accidents inside the tunnels.

- Lighting System: The tunnel lighting system is different from that in an open area, esp. at the tunnel entrance and exit, where the luminance level is designed to be greater during the day, when the contrast between inside and outside is significant, to allow drivers to quickly adjust to the light within and to reduce the risk of accidents during both daytime and nighttime.

Controller System: This consists of notification appliances and alarm devices, fire extinguishers, firefighting equipment, emergency exit signs, smoke exhaust fans, emergency walkways, including a provision of ambulances and buses to take the evacuees out of the tunnel. 

-  Tunnel Drainage System: An internal drainage system is designed to avoid flooding caused by groundwater seepage, wastewater from washing/cleaning activities or water used in firefighting.

Expressway Drainage System: This is composed of 3 parts: First, an interchange drainage system – this is to prevent flooding on an interchange which may do harm to the ground-level embankment; second, the elevated road drainage system and third, the tunnel drainage system.

Toll Collection System:  This is an open system with flat-rate toll collection, which is most suitable for the short-distance project with no connection to other expressways like Kathu – Pa Tong Expressway. This toll collection will be for the vehicles using services of the Project alone.

Traffic Management System - Being designed for the maximum benefits of expressway users, in terms of efficiency and safety, Traffic Management System comprises Automatic Traffic Count, CCTV Monitoring, Communication, Variable Message Signs (VMS), Emergency Call and Speed Enforcement Systems.

Security Measures on the Expressway – As the Project has been distinctively designed to be mostly elevated with tunnels in the middle and motorcycles allowed to use its service; to enhance the safety of expressway users, motorcycle lanes are specifically provided for, with concrete barriers installed, to ensure that motorcycle lanes are completely separated from those of cars.

Civil Works Maintenance
The private sector shall take care of and maintain the Project assets in a way that they are readily available for use 24/7 according to the standards prescribed by EXAT.  Regarding this, the staff, materials, equipment as well as spare parts required for repairing and maintenance shall be provided for the purpose.

M&E Systems Maintenance
The private sector shall take care of and maintain the Project M&E Systems, to make them function effectively at all times and provide for sufficient spare parts inventory to fulfil the Project maintenance purpose.
